Le thème du cinquième sommet de l’économie, qui a eu lieu les 6 et 7 décembre 2018 au Palais de Tokyo, est « Reconcilier les deux France ». C’est particulièrement d’actualité en cette période de mouvement des Gilets Jaunes. Et c’est la raison pour laquelle j’ai eu envie d’y assister.
Comment sortir de cette crise qui menace nos institutions, notre démocratie (pour reprendre les termes de Bruno Le Maire, l’un des intervenants du sommet) ?
Bruno Le Maire, ministre de l’Economie et des Finances, propose de réduire la dépense publique, et de déployer une politique articulée sur 3 axes :
- « la reconnaissance du travail »
- « l’entreprise innovante ». L’innovation : accélérer la digitalisation, la robotisation. La France est en retard dans ce domaine : en Allemagne, il y a 340 robots pour 10000 salariés, en Italie 197 et en France 80.
- « le nouveau rôle de l’entreprise » ou la politique RSE : Responsabilité sociétale et environnementale. L’entreprise est là pour construire la société de demain. Faire du profit mais aussi agir pour le social et l’environnement.
Selon lui, l’Europe doit aussi s’affirmer. On a manqué de courage. On a perdu depuis le début du 21ème siècle notre souveraineté technologique, avec notamment l’influence des GAFA. « Or, la valeur de demain est dans les données ».
Enfin, il faut lutter « contre l’évasion fiscale des entreprises ».
Je suis resté un peu dubitatif, « sur ma faim », après l’intervention de notre Ministre. J’ai l’impression qu’il a oublié l’essentiel.
Comment réconcilier les deux France ?
Le Général Pierre De Villiers, qui a clôturé ce sommet, y a répondu aussi. Ancien Chef d’Etat Major des Armées, le Général avait démissionné sous Macron.
L’Homme doit être remis au centre du débat. Il n’est de richesse que d’Homme. Il faut éviter la concentration des pouvoirs et bien s’entourer. « On juge un chef à son entourage, qui doit être diversifié ». Je suis d’accord. Macron est entouré d’énarques, Edouard Philippe, Bruno Le Maire, … Il a pris dans son gouvernement des personnes de la société civile mais ceux-ci sont « bâillonnés ».
Il estime qu’un bon chef a 5 qualités principales :
– l’exemplarité
– l’authenticité
– l’optimisme, l’enthousiasme,
– l’humilité (l’humour aussi, « un chef triste est un triste chef », avoir un regard sur soi-même),
– un chef est enfin tourné vers les autres. Toute autorité est un service.
Pour moi, Macron n’a que la troisième qualité, l’optimisme, l’enthousiasme.
Pour bien gouverner/diriger, 7 valeurs sont nécessaires pour le Général :
- la sincérité, « être » mais pas « le paraître »,
- l’esprit d’équipe, de fraternité et de cohésion,
- le courage, le caractère,
- l’autorité dans le sens étymologique, du latin auctoritas, capacité de faire grandir,
- la considération, le respect,
- le bon sens,
- la détermination, la patience, le courage du temps long.
Pour moi, Macron aurait peut-être la 3 et la 7, et encore !
Maintenant, je comprends très bien la démission du Général. C’est un problème de valeurs.

The theme of the fifth summit of the economy, which took place on December 6 and 7, 2018 at the Palais de Tokyo, is « Reconcile the two France ». This is particularly relevant in this period of movement of Yellow Vests. And that’s why I wanted to attend.
How to get out of this crisis that threatens our institutions, our democracy (to use the words of Bruno Le Maire, one of the speakers at the summit)?
Bruno Le Maire, Minister of the Economy and Finance, proposes to reduce the public expenditure, and to deploy a policy articulated on 3 axes:
– « recognition of work »
– « the innovative company ». Innovation: accelerate digitalization, robotization. France is behind in this field: in Germany, there are 340 robots for 10,000 employees, in Italy 197 and in France 80.
– « the new role of the company » or the CSR policy: Corporate Social Responsibility. The company is here to build the society of tomorrow. Make profit but also act for the social and the environment.
According to him, Europe must also assert itself. We lacked courage. Since the beginning of the 21st century, we have lost our technological sovereignty, including the influence of GAFA. « Now, the value of tomorrow is in the data ».
Finally, we must fight « against corporate tax evasion ».
I remained a bit dubious, « on my hunger », after the intervention of our Minister. I have the impression that he has forgotten the essential.
How to reconcile the two France?
General Pierre De Villiers, who closed this summit, answered it as well. Former Chief of Staff of the Armies, the General had resigned under Macron.
Man must be put back in the center of the debate. There is only wealth of man. It is necessary to avoid the concentration of the powers and to surround oneself well. « We judge a leader to his entourage, which must be diversified ». I agree. Macron is surrounded by enarchs, Edouard Philippe, Bruno Le Maire, … He took in his government people from civil society but they are « gagged ».
He believes that a good leader has 5 main qualities:
– exemplarity
– authenticity
– optimism, enthusiasm,
– humility (humor too, « a sad leader is a sad leader », to have a look on oneself),
– a leader is finally turned towards the others. All authority is a service.
For me, Macron has only the third quality, optimism, enthusiasm.
To govern well / direct, 7 values are necessary for the General:
1. sincerity, « to be » but not « to appear »,
2. team spirit, fraternity and cohesion,
3. courage, character,
4. authority in the etymological sense, from the Latin auctoritas, ability to grow,
5. consideration, respect,
6. common sense,
7. determination, patience, the courage of long time.
For me, Macron would have maybe 3 and 7, and again!
Now, I understand very well the resignation of the General. It is a problem of values.
